体育场馆资源与消防队伍训练共享的运营策略研究

摘要 :新时代应急救援体系建设与全民健身战略深度推进背景下，消防队伍专业化、实战化训练需求持续升级，而现有专属消防训练场地存在数量不足、功能单一、受天气制约显著等短板。城市公共体育场馆、校园体育场馆等社会体育资源硬件设施完善、功能品类丰富、场地承载力强，与消防队伍体能训练、专项技能实训、团队综合演练需求高度适配，具备深度共享共用的基础条件。本文立足资源整合、供需匹配、降本增效的核心思路，系统分析体育场馆与消防队伍训练资源共享的政策可行性、资源可行性、实践可行性与社会可行性，梳理当前共享共用模式存在的资源衔接不畅、运营机制缺失、安全管控薄弱、权责划分模糊、长效保障不足等现实问题，针对性构建科学化、规范化、可持续化的共享运营体系，提出精准对接、错峰复用、多元运营、风险防控、协同保障的落地策略。旨在盘活城市闲置体育资源、补齐消防训练场地短板、降低公共资源运维成本，推动“体育惠民 + 应急强能”双向赋能，实现公共资源效益最大化，为各地推进消体融合、构建全域应急训练体系提供参考。

Research on Operation Strategies for Resource Sharing of Sports Venues and Fire Brigade Training

Abstract：Against the backdrop of the in-depth advancement of the construction of the emergency rescue system and the national fitness strategy in the new era, the demand for professional and combat-oriented training of fire brigades keeps rising.However, the exclusive dedicated fire training grounds currently available suffer from shortages in quantity, single functions and severe restrictions imposed by weather conditions. Urban public sports venues, campus stadiums and other social sports resources feature complete hardware facilities, diverse functional categories and strong site capacity, which are highly compatible with fire brigades’ physical fitness training, special skill drills and comprehensive team exercises, laying a solid foundation for in-depth shared utilization.Centered on the core concepts of resource integration, supply-demand matching, cost reduction and efficiency improvement, this paper systematically analyzes the policy, resource, practical and social feasibility of sharing training resources between sports venues and fire brigades. It sorts out prominent practical problems in the existing sharing models, including poor resource coordination, lack of operational mechanisms, weak safety management, ambiguous division of rights and responsibilities, and inadequate long-term safeguards. A scientific, standardized and sustainable shared operation system is constructed accordingly, with targeted implementation strategies proposed covering precise docking, staggered reuse, diversified operation, risk prevention and control, as well as collaborative support.This study aims to revitalize idle urban sports resources, make up for the shortage of fire training venues, cut the operation and maintenance costs of public resources, realize mutual empowerment of "sports services for the public and enhanced emergency response capacity", maximize the benefits of public resources, and provide references for local authorities to promote the integration of sports and fire services and build a citywide emergency training system.
